Electrical Requirements for Water Heater Installation
Water heater installation has specific electrical requirements that must be strictly followed for safety. Instant water heaters typically require a dedicated 20A or 30A circuit depending on the wattage. The circuit must include an isolator switch installed outside the bathroom. A separate circuit breaker in the distribution board is mandatory, and ELCB (Earth Leakage Circuit Breaker) or RCD protection is required for all water heater circuits.
Storage water heaters generally have lower power requirements but still need a dedicated circuit. The electrical supply must match the heater's specifications exactly - using an undersized circuit is a fire hazard.
Safety Requirements
Water heaters combine electricity and water, making safety absolutely critical. In Singapore, all water heater installations must comply with SS 638 (the Singapore Standard Code of Practice for Electrical Installations).
Key safety features to look for include ELCB or RCD protection, which cuts power instantly if an earth fault is detected. The unit should have thermal cut-off that prevents overheating and pressure relief valves (for storage heaters) that release excess pressure. Proper earth bonding of all water pipes connected to the heater is also essential.

Energy labels and running cost
Water heaters are now covered by NEA's Mandatory Energy Labelling Scheme. Water heater climate voucher
Under the enhanced Climate Friendly Households Programme, eligible households can claim S$400 in Climate Vouchers (S$300 plus S$100), valid until 31 December 2027 (Climate Friendly Households Programme FAQs).
- From 1 April 2026, only 5-tick water heaters qualify (CFHP: water heaters).
- Vouchers can only be redeemed at participating retailers (CFHP terms and conditions).
- Eligible households: Singapore Citizens or PRs registered and living in an HDB flat, and Singapore Citizens living in private homes. Each address gets one set.

Repair or replace?
Before paying for a replacement, check whether a repair makes sense:
- Tank leaking: usually means replacement
- No hot water: often the thermostat or heating element, which can be repaired
- Relief valve dripping constantly: get it checked. It may be the valve or high pressure.
- Old heater with repeated faults: replacing it often makes more sense

How long does a water heater installation take?
A like-for-like replacement of a wall-mounted heater is usually a short job, often done within a single visit. Jobs take longer when the heater sits above a false ceiling, when new piping has to run to several bathrooms, or when electrical work is needed. Plan for the hot water to be off for part of the day, and clear access to the heater and the electrical board before the installer arrives.
Common mistakes to avoid
- Buying on price alone. A cheaper, less efficient heater can cost more over its life. Check the tick rating on the energy label.
- Getting the tank size wrong. Size it to your household and how many showers happen back to back, not to the biggest tank that fits.
- Skipping the relief valve. A storage heater needs a working safety valve. Never block or cap one that drips. Get it checked instead.
- Letting the vouchers expire. If you're eligible, buy a 5-tick model from a participating retailer before 31 December 2027.
- Not asking about removal. Confirm whether taking away the old unit is included before you agree to a quote.
